“Navigating Industrial Policy” lecture by Dr. Beata Javorcik, Chief Economist of the EBRD

On March 17, the ż۹ʴý Economics Department organized a guest lecture “Navigating Industrial Policy” delivered by Dr. Beata Javorcik, Chief Economist of the European Bank for Reconstruction and Development (EBRD).
The lecture brought together students, faculty members interested in global economic development and policy-making. Drawing on her extensive experience, Dr. Javorcik explored the renewed relevance of industrial policy and its growing role in shaping modern economies, particularly in emerging and post-communist countries.
A central theme of the lecture was the “renaissance” of industrial policy. Once widely discredited in the 1990s due to skepticism about governments’ ability to effectively “pick winners,” industrial policy has returned to the global agenda with renewed intensity. Today, countries such as the United States, China, India, and Brazil actively use state-led instruments to support key sectors. Among the main drivers of this shift, Dr. Javorcik highlighted the need for a rapid green transition, the presence of coordination failures in the economy, and changing public attitudes toward a more active role of the state.
The lecture highlighted that, in contrast to goods production, service exports tend to concentrate in major urban centers, creating both opportunities and challenges for regional development. In the context of slower global trade growth following the 2008 financial crisis, Dr. Javorcik emphasized that service exports, supported by effective industrial policy and strategic investment attraction, represent a promising path for sustainable economic growth in the EBRD regions.
The session concluded with an engaging Q&A discussion, where participants had the opportunity to reflect on the implications of industrial policy for Central Asia and other emerging markets.
